On March 13, 2020, Minnesota Governor Tim Walz issued Executive Order 20-10 Declaring a Peacetime Emergency and Coordinating Minnesotas Strategy to Protect Minnesotans from COVID- 19 pursuant to Minn. Stat. Ordinance 20-36 is amended to allow emergency overnight use of shelters during any Extreme Weather Emergency including but not limited to December 15 and 16, 2021. b. Under the authority given in Minnesota Statutes 12.29, declares that a local emergency continues to exist within Saint Paul, on January 3, 2022, with all the powers and responsibilities attending thereto as provided by Chapter 12, Minnesota Statute, and Saint Paul Legislative Code, Chapter 13. According to a Pew Center survey published March 5, 2021, among those who say their financial situation has gotten worse during the pandemic, 44% think it will take them three years or more to get back to where they were a year ago including about one-in-ten who dont think their finances will ever recover. On November 21, 2020 I signed Emergency Executive Order 2020-37 which stated that upon the request of an impacted license holder attesting that the licensed business will not be in operation during the temporary closure, the Department of Safety and Inspections may place the impacted license into an inactive status. Pursuant to Chapter 13 of the Saint Paul Legislative Code, this Executive Order is in immediate effect upon my signature and, if not sooner rescinded or later extended, shall expire at the end of forty (40) days after its effective date or at the end of the declared local emergency to which it relates, whichever occurs first. I, Melvin Carter III, Mayor of the City of Saint Paul, on June 17, 2021, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: On March 13, 2020, Minnesota Governor Tim Walz issued Executive Order 20-01 declaring a Peacetime Emergency and coordinating Minnesotas strategy to protect Minnesotans from COVID-19 pursuant to Minn. Stat.12.31, Subd. The Minneapolis and St. Paul mayors announced Thursday morning that they are lifting the mask requirements in both cities effective immediately. Any portion of a location that is outdoors, meaning the area is fully open to the outside on two or more sides, regardless of whether the area has a ceiling or roof. Along University Avenue between Snelling Avenue and Lexington Parkway, more than 70 businesses were hit, with more than a dozen sustaining serious fire damage. and to follow face covering guidelines issued by MDH and the CDC. NOW. Because much of the destruction and violence has taken place under the cover of darkness, a temporary nighttime curfew remains necessary to ensure the public safety of the people of Saint Paul and protect property. Governor Walz, in Executive Order 20-56, has declared a peacetime emergency in the City of Saint Paul as well as the City of Minneapolis and the surrounding communities. COVID-19 vaccines are now readily available for all eligible individuals five years of age and older, while those four years of age and under remain ineligible for vaccination and therefore subject to greater exposure of infection and transmission. On March 15, 2020, Saint Paul Mayor Melvin Carter issued an Emergency Declaration in response to the COVID-19 pandemic pursuant to Minn. Stat. St. Paul is one of a few school districts in the state to still have a mask mandate in place Minneapolis Public Schools is another district that has yet to drop its mandate. Any individual who subsequently refuses to leave said property upon request will be deemed to be trespassing and may be subject to criminal penalties as provided by law. On Wednesday, January 5, 2022, Mayor Jacob Frey of Minneapolis and Mayor Melvin Carter of St. Paul, Minnesota, issued indoor mask mandates for their cities due to the rapid spread of the. WHEREAS, providing guaranteed monthly income to residents in neighborhoods hardest hit by the effects COVID-19 is a necessary and appropriate means of protecting the safety, health and welfare of residents living in those neighborhoods, and the economic health of the city as a whole. Strong winds 30-40 mph, with gusts to 60 mph and tornadoes possible; Record warmth to sub-freezing temperatures which could result in flash freeze and icy spots on roads; and. b. In order to assist with any financial impacts of that order, and the impact of the pandemic in general, Mayor Carter intends to reduce license fees for licensed business included in Executive Order 2022-5 in the form of a 25% license fee reduction and 3 months deferral on upcoming renewal payments. 12.29; which the City Council consented to on March 17, 2020, and which has been extended and remains in effect. All Businesses: Strongly encouraged to continue to require that all individuals, regardless of vaccine status, wear a face covering indoors at all times when social distancing of at least 6 feet is not maintained. Any Individual who fails to comply with this requirement will be asked to leave any city- controlled property. Executive Order 2022-2 applies to all individuals except young children at risk of suffocation and persons who cannot medically tolerate wearing a face covering. . The effective date of Saint Paul Legislative Code Chapter 236 is delayed from January 1, 2020 for as long as this Emergency Executive Order, and any extensions of this order, remain in effect. The majority of jobs lost in the crisis have been in industries that pay low average wages, with the lowest-paying industries accounting for 30 percent of all jobs but 56 percent of the jobs lost from February 2020 to September 2021, according to the latest month of Labor Department employment data. NOW, THEREFORE, I, Melvin Carter, Mayor of the City of Saint Paul, do hereby issue the following Emergency Executive Order: Executive Order 2020-26 is again extended. License holders for the license types listed below will be given: The 2022 license fee will remain at the 2021 rate for business licenses. Civil unrest has arisen nation-wide since Mr. Floyds death. The receipt shall disclose, in plain and simple language and in a conspicuous manner: (i) the menu price of the food; (ii) any sales or other tax applied to the transaction; (iii) any delivery charge or service fee, imposed on and collected from the customer by the Third-party Food Delivery Platform and by the Food Establishment, in addition to the menu price of the food; (iv) any tip/gratuity that will be paid to the person delivering the food, and not to the Third-party Food Delivery Platform, that was added into the transaction when it occurred, and (v) any commission associated with the transaction as referenced in paragraph 3 of this emergency executive order, not including any agreed-upon higher commission or fee for access to additional advertising or other products or services. All Businesses: Strongly encouraged to require that all individuals, regardless of vaccine status, wear a face covering indoors. WHEREAS, on May 25, 2020, a Minneapolis police officer killed George Floyd while he was handcuffed and in the custody of officers of the Minneapolis Police Department; and, WHEREAS, other Minneapolis police officers stood guard as witnesses begged the officers to provide life saving aid to George Floyd; and, WHEREAS, civil unrest has arisen in the Twin Cities metropolitan area since Mr. Floyds death; and, WHEREAS, the aforementioned civil unrest included mass protests in Minneapolis on May 26- 28, 2020 which caused injuries, looting and the destruction of public and private property; and, WHEREAS, the aforementioned civil unrest, including looting and the destruction of property, has spread to Saint Paul as of May 28, 2020; and, WHEREAS, Minnesota Statute Section 12.29 and Saint Paul Legislative Code Chapter 13.06 (a) authorize the Mayor to declare a local emergency when necessary to prevent or respond to emergencies; and, WHEREAS, Governor Walz, in Executive Order 20-56, has declared a peacetime emergency in the City of Saint Paul as well as the City of Minneapolis and the surrounding communities; and, WHEREAS, Governor Walz, as part of Executive Order 20-56, has activated the National Guard to support in emergency operations and response; and. The Establishment has the legal right to occupy the area. Jobs were down nearly twice as much in low-paying industries (5.3 percent) as in medium-wage industries (3.2 percent) and more than six times as much as in highwage industries (0.8 percent) during this period; and, WHEREAS, in addition to action necessary to safeguard the health and safety of Saint Paul residents, it remains necessary for the City to provide economic support to individuals and businesses alike to ensure that Saint Paul recovers from the COVID-19 pandemic disaster; and, WHEREAS, during the COVID-19 peacetime emergency, I have exercised executive authority through more than 80 Executive Orders to provide relief and further prepare our City for the COVID-19 Pandemic; and. An overnight shelter is a use where people receive overnight shelter but are not expected or permitted to remain on a 24-hour-per-day basis. Id. On April 24, 2020, in an effort to ease the financial burden and aid in the recovery of Saint Paul businesses impacted by Minnesota Governor Walzs Executive Orders, I signed Emergency Executive Order 2020-08 which provided a 25% one-time reduction for license types listed in the order and a one-time ninety day extension of the due date for payment of their next renewal license fees for all license holders whose renewal date was before August 1, 2020. Executive Order 2020-4 allowing the City to treat Alternative Care Sites as medical facilities for purposes of the zoning code.
